If she is not getting close, I too would venture to guess it is a stray. Cats with homes are generally more comfortable with people and would want the attention. Growing up, my cat, Simon, had two homes. We found out about the second when we went for a walk one day, and we say Simon coming out of someones house. We asked, "Umm, why is Simon coming out of your house? He lives 3 houses down at our place." The lady said "Simon? His name is Mittens, he's been eating here for a year or so now!" It may not have been exactly mittens, but a typical "cat name".
So we didnt make a big stink about it, he kept going between the two houses until he died.
