I am guessing if she is that scared of you, she is stray. I would go with your plan about eventually capturing her and having her spayed.
Yes, cats with homes will also come eat but are usually more friendly in my experience. There is no for sure way to tell, just go with your gut.
A good indication would be how well she looks physically and seems to be well taken care of.
