The "baby on board" sign is not for emergency personnel... if the car is so badly mangled that you can't tell there's a person in there, you won't see that stupid sign hanging where the rear window used to be, either.
That's also assuming they strapped in the car seat properly to begin with, and the kid wasn't ejected on impact.
And yeah, there'd be a car seat, among other indicators, like probably a baby bag, toys, etc.
