I don't read into this where "mom" tried to get the daughter put away someplace. I read it more as trying to cover own ass, after the fact. If the mother knew that her daughter should not have been on the streets, then I would think that more should've/could've been done to see that that happened...other than just casualy telling the police that her daughter was trouble.
Correct me if I am wrong, and I may well be, but can't a family member have someone involuntarily commited? What would that entail? Certainly some form of psych exam. Surely
that would've brought the turds to the surface of the pond.
