Funny, I'm an Edmontonian and as I opened this thread the phone rang (it was my wife, who is in Winnipeg). All I can report is that the airport is cute, and it doesn't seem that cold. Well, she said about as cold as Edmonton, which as you know is a little cold right now.
We are in a state of ranking cities to where there is a very real chance of us moving- right now Winnipeg is above Saskatoon, St.John's, Montreal, and Kingston. (Edmonton, Calgary, London, Hamilton, Halifax, Vancouver are still above Winnipeg) I'm told I would like the summer 'lake' culture and I suspect I could tolerate the winter cold. I'd look into getting a boat and maybe a cabin if your finances allow it.
My 82 year old non-politically correct grandfather has advised that winnipeg has "too many damn catholics". That doesn't really factor into my opinion of the city, but it seemed to be a deal breaker for him. He also said all the 'indians' create too much crime throughout Manitoba and Saskatchewan.
On the other side, my dad told me that I'd probably have a little culture shock on how 'white' winnipeg would seem after spending the last 5 years in Edmonton.
