I love cold weather, especially snowscapes. I find storms to be one of the most peaceful and relaxing settings available in nature, depending on the intensity. If I lived in a place like hurricane alley it wouldn't be for long. So in the case of weather extremes, I'm unsure of why people would set up permanent residence in an area where flash floods, hurricanes, tornadoes, or anything of the like are commonplace. Its fine to visit those places, or live there intermittently. Settling there does pose a reasonable question.
I'm sure Charlatan could give you an insightful explanation.
