Always approach yourself. It show great confidence. That would differentiate you from 95% of the guys at the bar.
Drinks should be bought as rewards (for something she did that was genuinely cool) or as gifts (with absolutely nothing expected in return). Mind you it's very difficult to frame buying a girl a drink the right way. It often involves walking away and hopping she will re-engage you later that night. A better way to do it is to buy each other drinks...and do this after you got to know each other a little bit.
The problem with buying a drink for a girl as a conversation opener is that you are basically buying her time. You are saying – "Hey! If I buy you a drink will you be interested in my for five minutes?" - Not cool. It show that you think of yourself as someone of lower value. It hints at your belief that you must earn HER attention.
Next time you see a girl you like. Just go talk to her.
