Clinton was waiting for intelligence confirmation of obl's involvement in the Cole bombing to warrant an attack in Afganistan. That confirmation wasn't made until January, 2001, which was ignored by Bush until after 911. Does that help sort things out for you a bit?

They bombed a number of our embassies and the WTC under Clinton, all were linked in time to AQ/OBL.
