Tell the boss you want to switch to server or you're going to quit. If he says no, stick to your guns and quit.
Serving jobs are a dime a dozen, you can get one anywhere. If a different job asks why you never served, tell them that you weren't able to because they already had enough servers.
You're not exactly in a high stakes industry here. Getting a job in a restaurant is probably one of the easiest jobs you can get. If you want to be a server, be a god damn server. Don't settle for some bullshit that a restaurant manager is feeding you. Show some backbone and don't settle for anything less than your goals.
