As a war that policy worked just fine in Iraq and Afganistan for the US. The occupation isn't going great but it had nothing to do with the failure of airpower. Airpower is why casualities were so low in the first place. The issue was going in as liberators instead of conquerors. In Iran, I would hope we would go in as conquerors and treat them as an occuped people, though I don't think thats really needed. I'm quite happy bombing the shit out of them and letting them whine.
