A security guard approached her at the food court and said the bandanna violated the mall's code of conduct, which is "wearing apparel which is likely to provide a disturbance or embroil other groups or the general public in open conflict."

Please help me understand...I can't think of any reason that that particular bandana would "provide a disturbance or embroil other groups or the general public in open conflict."
If a priest or nun walked into the mall with a collar or habit, would they be asked to leave for fear of embroiling an athiest group? Am I missing the point here?
