Make sure the internal speaker is attached.
Disconnect absolutely everything but the speaker, front panel wires, video and one stick of memory. Anything? Beeps, lights, small fires?
Edit: When you removed the battery did you also unplug and discharge the power supply? Power settings on some boards can keep CMOS memory alive for a very long time. That the jumper hasn't worked is either mysterious or a bad sign.
