I would have voted halfway between the last two options.
At times, it is a good thing to lie to the people if the interest of the people is served in doing so.
For example, during WW2 the government regularly told lies to the people to disseminate false information to the enemy.
However, lies that are told in the self interest of the government for the sole sake of the government are wrong.
