What's your content? In order to get traffic to a website, you need to give people a reason to go there. That means you need some sort of content that can't be had at other websites. To use the obvious example, Tilted Forum Project gets a lot of traffic and does well because of the community it offers, based on a specific philosophy. That's the draw here. The Titty Board and other gimmicks brought in some initial traffic flow and eventually it got big enough to be self sustaining. So what do you offer? Figure out something that people want that can't be had anywhere else and you'll be set, but be warned that it's harder than it looks.
In terms of improving the site, I don't know what you mean. I'll be more than happy to look at your code for you, for my standard consulting fees, but something tells me that's not what you're looking for. What you really need is more traffic and as the site grows it'll become obvious what and where the deficiencies are and then you can improve on those and develop it from there.
