You're kidding me. Brownie is hardly qualified to be a junior associate attorney at a mediocre law firm. You don't think there is something eggregiously incompetent about appointing him to the directorship of the Federal Emergency Management Agency,
especially in the wake of 9/11? I really have to wonder if Bush is concerned at all about national security.
