don't know what you describe as bitter cold...
but Mpls does have a pretty good job market (assuming Northwest doesn't go completely under and floods the area with pilots), and cost of living is good compared to the average wages. if it's just you and the wife, there's great housing in the downtowns...loft style new construction that's pretty cheap. the legal community is pretty good here-some major firms, and good schools that feed into them.
but it all comes down to how you feel about winter. i don't think it's as bad as it's been for you the last years, but i won't lie and say isn't cold.
