Perhaps the harm lies in legislating that the mother *must* carry this sort of fetus to term. It is one thing for a mother to be confronted with the reality that her baby will die after birth, it is quite another thing to require that she continue to nurture that baby inside of her and experience the birthing process, without giving her the option to end the situation as quickly as she can.
