Before I post twice in this thread, I gotta say I really have no idea about what the author is saying either time it is mentioned.
As for your question, if you really must now:
Left front: Always has cash, cellphone, pen, and coins.
Right front: Always has keys, and keys only.
So , as you can see I have no room for a wallet with the rest of those items there. Although quite often if I am wearing any form of a cargo pant/shorts I'll toss the wallet in the left bottom pocket (near the knee cap).
So its really a matter of space shortages.
Dockers are nice too since they generally have a button on the back pockets limiting all chances of pickpocketing.
