My 2 cents....
I am happily out of apartment life now. Yes, I did it for nearly ten years. In fact, we even got kicked out of one complex because: neighbors upstairs were so rude all hours of the day. Eventually the mgt got fed up, kicked us out for "not getting along."
So, all the examples above are good. Your best bet, and I really mean this, is to GET OUT. Move. Summer time is coming up, and unless youre gonna lose mega cash getting out, just do it. Find another place to live, on the TOP floor. If you hvae to pay more, just remember that other people are, too, and the higher the price of a unit, the less likely you will be to find the same kind of shit you are dealing with. Professional and mature people respect their stuff and your stuff and will not piss off a balcony because it is funny.
Then...once youre out....come back for some pay back. Check online for dirty tricks. You could easily: put super glue in their door lock (yes, the whole tube); caulk their front door shut; spray paint the windows on their car; steal a front wheel off their car; cut the cable to their unit; throw molotv cocktails into their unit during a party (make them out of lightbulbs....yeah, I know its dangerous); bb-gun them during a party; throw rocks at them like Palestinians.
Seriously, payback is fun when you can get away with it.
