It isn't illegal in and of itself but lewd behavior, indescent exposure, etc. are. Flight attendants will eject you from bathrooms. I used to travel quite a bit and heard great stories from the attendants. Evidently it's more common for them to find people screwing around in their seats with a little blanket cover.
Small businesses exist at many airports that offer flights with beds for couples who have more money than mettle.
