Normally when you connect to a webpage it is through one connection, tweeks like this connects to the webpage multiple times thus it downloads the page quicker. But usually single downloads from a page aren't sped up at all. If this is what this program does it usually frowned upon cause it can cause "too many connections" errors and it's rude to the server. That and some webpages won't load up correctly cause they can refuse multiple connections from the same computer.
