Aerosol adhesive isn't going to work well outside. If the humidity is above 20% you're going to get crappy adhesion. If the surface is rough or damp, you're going to get crappy adhesion. To disseminate propaganda, the classic adhesive used by "underground advertisers" (mainly anarchists) is a paste of powdered milk and water.
