I have to say - if you're on the up-and-up, perhaps your partner is doing things w/his computer he shouldn't be. My work settings and my home settings are set that way just because of that. I don't access from work what I access from home (i.e. - TFP). If he's pushing the CO limit, it would explain wanting to restrict who sees what he's accessing.
