hmmm I can't seem to figure out why they dont work based on what you posted... I tried doing the same thing on my hard drive with a few simple .htm files and they all linked just fine, windows just showed them as file:///C:/(directory)/index.htm or whatever I named them. Even tried in different folders and such.
Try opening each file in notepad after you created it in frontpage and check the code to make sure it didn't add anything it shouldn't have. Frontpage likes to use a lot of extra code even when you don't need it.
I would try to burn these test files I made to disk to see how it works but I don't have any blanks to spare atm... but I'm sure once you get it linking properly on your hard drive, it should work just fine as long as you use the same folder hierarchy.
