All these nuisance laws are only there to give a law enforcer backup when they approach someone who isn't really doing anything wrong, just annoying other people by their presence.
If a cop can come up to some black youths (who will be the prime target) who are 'just hanging' they can harass them with this and other similar laws to make them move on.
Not that every officer would, but it's there for them to use.
Remember, they got Al Capone on tax laws. Not what they wanted him for but it put him away.
