Please reread Article 3 § 3. Notice the "or". You most certainly CAN commit treason while the US is NOT "at war". All you have to do is adhere to the enemies of the US, or give them aid and comfort.
You seem genuinely interested in the Constitution. Might I suggest that you call up the local community college and see if they have a basic course on the Constitution that you could take? Education is a wunnerful thing...
