No, I don't think tattoos mean anything (other than boosting your sex appeal and maybe respect).
I liked the fact that it was so difficult for CJ to learn to fly. He's a ghetto boy, what the hell does he know about planes? Just stick with it. Plus, if you fail a few times you get to hear Toreno just rip into you with the patented James Woods verbal abuse. I especially liked Harry Horsecock.
The absolute hardest part of the game is the second mission in the Zero strand, "Supply Lines". Controlling the little RC plane is difficult, but you can master it. Even so, you still have to get lucky to finish the mission within the time limit.
Overall, an excellent game. This is the one that pushes the PS2 to its absolute limit. I expect that the next GTA game will be on a new system (XBOX 2?) with a new engine.
