i think you'd be hard pressed to find a girl who hadn't at some point in her life. even if it was just in the tub when she was little and thinking "oh...now that feels tingly!" and stopping when she was old enough to realize why or someone told her she shouldn't.
but i think you have to define masturbation a little in order to answer your question. i know women who refuse to use toys but sure like those hand held shower heads! and i went to college with a girl who could get off just by touching her breasts but she didn't enjoy "traditional" masturbation. or what of women who can orgasm without touching themselves? plenty of women can get a hot fantasy going and contract their muscles enough to have an orgasm--that still count?
personally, i'm all for it and encouraged friends to try it out even when i was young enough that it was an "eewww gross" thing to do. but the way i see it, nobody loves me like me!
