As other's have said, nothing beats Peter Luger for Steaks. In the city (Manhattan) try Keens Chophouse, Old Homestead, Wolfgangs, Sparks - Rest are just so so.
Real inexpensive place for Chinese is Division St. (walking distance from Millinium Hotel)
