I think that exactly the same thing was said when Germany reoccupied the Ruhr. The same thing was said when they "annexed" the Sudatenland.
It's appeasement, plain and simple, and all it does is make the beast hungrier. People in power that operate from your perspective are the ones teaching the terrorists that terrorism WORKS to achieve political objectives.
