Clinton:
1) Lied under oath about his relations with Monica Lewinski. Punishable by impeachment.
Bush:
1) He and his administration lied to the country and the world about weapons of mass destruction, as a precursor to violating international law with a preemptive invasion of a country which never threatened to attack America. Punishable by prison enforced by a world court.
2) Independent investigations have shown significant manipulations of the 2000 election in his brother's state of Florida, which constitute fraud and corruption of the democratic process. He should not have been appointed as President in the first place! Punishable by impeachment, and possibly prison.
3) He has failed horribly at nearly every project he has been trusted to carry out, and has violated his promise to be "a uniter" of the nation. The United States is in the midst of the most serious "civil war" since the abolition of slavery as a result. Not re-elected.
4) He has driven our children and grandchildren into unprecedented debt, from which the country is unlikely to be able to recover. His administration has been criminal in handing "sweetheart" deals to multinational corporate entities to benefit friends and themselves, including fraudulent billing by the millions, amounting to tyrannical piracy outstripping King George vs. the Colonies... Again, not being re-elected.
5) He has interfered with the proper investigation of the 9-11 attacks, hidden critical records and communications, and continues to obfuscate his relationship with the Bin Laden family and the Saudi ruling families. Punishable by prison, and possibly the death penalty (under the patroit act perhapse?).
6) He continues to deny the effects of global warming and snub the Kyoto protocols, even as his country is being thrashed by hurricanes, flooding and tornadoes. Not re-elected.
7) He has offended nearly the entire world, turned his back on diplomatic cooperation with the United Nations, and encouraged arrogant nationalism at home, ruining the reputation of the American military as liberators and the American government as a bastion of freedom. Not re-elected.
8) He has instituted among the People a Police State which violates the very principles, inherent rights and liberty on which the country was founded, and has held thousands of people prisoner without charges for months and years, including documented torture. Impeachment and prison.
9) His administration is responsible for the vindictive exposure of a covert CIA operative, an act of treason for which someone should be imprisoned. Impeachment, prison, and hopefully deportation.
The comparison seems kinda one sidded, as far as actions.
Clinton: According to

Bush: $200 billion into Iraq and counting....despite the fact that Bush himself has admitted that there is no commection between 9/11 and Iraq.
Terrorists: $400,000-$500,000 total (as was estimated by the 9/11 comission) for 9/11 attacks. Good to remember this.
