if its really bad and sanding it is taking too long get a

BE just go slowly and dont hit the drills throttle

that will flake it all off
I had to do the same thing to our outdoor furniture- thatsall metal. Remember your just trying to strip the rust off.
Then go get yourself to the spraypaint isle and find a color that matches - I used Rustolem brand

That will help seal it so it doenst happen again. They have a really good menu there to pick the color, surface, finishes, etc.
