Al-Sadr is not universally popular in Iraq.
Many many Iraqis resent him, and his father who was assassinated. He does not represent the majority Shi'ite population either.
But he is getting kudos from many Iraqis because he is resisting the US occupying forces.
It's a bad situation. Remove him and you create lots of problems and create a martyr or imprisioned hero. Leave him alone and you risk increased foment and more insurgency.
Pity GWB never considered a post Iraqi invasion plan or exit strategy. :/
