You cant cut a specific region by doing exercises there. Just like doing endless crunches wont give you a six-pack, doing jaw workouts wont give you smaller cheeks.
Its all about the diet. If you want to cut the fat on *any* part of the body, you have to work the *whole* body. So get out, go run, go cycling, do cardio, and watch the diet. Thats the only way you are going to do what you want.
Now, that said, some parts of the body tend to lose fat faster than others, but this frequently varies from person to person.
