Okay, I'm sut sure about scientific, but it is genetics and can vary greatly person to person.
Typically, baltic/mediterranean people will have dark hair everywhere they have hair, and tend to have more body hair than a lot of other cultures. Asians tend to have lighter body hair than other hair, even though head, pubic and whatnot tends to be dark (black) and VERY straight and softish. Africans tend to have black hair everywhere and the hair tends to be more coarse. Northern Europeans tend to have lighter complexions and lighter hair everywhere, and as you go south it slowly gets darker. If you are of mixed decent (which most people these days are to some degree or another) than you can display a combination of these traits.

My son's mother (ex) has medium/dark brown hair and it's the same everywhere. My wife, however, has very little body hair at ALL. She's got darkish blonde hair, but the little bit of body hair she has is virtually invisible. A lot of the apparent "color" also has to do somewhat with length and thickness. Hair on your head is darker often only because it is much more visible.
