Knife and fork side by side at 6 O'Clock. It's the sign for "my meal is finished, please take this plate away."
It's NOT the sign for "I'm not REALLY finished dinner; I think I'll leave this little scrap of bread here on the plate so I can eat it 10 minutes after the rest of my meal for no good reason."

You can't be too hard on 'em for that though. I mean, in Germany you put your fork/knife half on and half off the plate to indicate you're done. In America you cross them on your plate (well actually few people know this anymore, but still). . .
