Your Athlon XP 2000+ is supposed to be 1.67 GHz.

You just turned on the FSB jumper for 266 MHz FSB processors. You must have had it at 200 MHz FSB processors resulting in the lower clock speed.
Now that you're at normal speeds, you can attempt overclocking. There's a few things you should know, however: there are three types of Athlon XP 2000+. Thoroughbred A Core, Thoroughbred B Core, and Palomino Core. Unfortunately, unless you want to take a soldering iron to your processor, the only way to OC with any results is if your processor is a Thoroughbred B Core. This isn't the same with all Athlon XP processors, but it is fact with 2000+.
Go into BIOS and change the FSB (System Clock) from 133 to 135 or more. That's basically how you overclock. Save the settings and exit BIOS. If your PC turns on with no errors, check the temperature of the processor and keep going in slow increments. If you can't go much more than 134 MHz FSB, then you probably have a Thoroughbred A Core or Palomino Core. If it keeps going, congratulations, you have a Thoroughbred B Core.
If you go *really* high with a T-Bred B Core, then you'll need to increase the voltage to the processor and RAM.
By the way, if your RAM is low quality, you probably won't be able to OC at all. RAM is the key factor in OC'ing (after determining if your processor is the correct core). If your RAM sucks, so will your OC'ing experience.
Finally, I gotta add one more thing: it's not worth OC'ing your PC. OC'ing it will do just about nothing to your performance. If you want a HUGE performance boost, buy a new videocard, because the one you have now sucks really bad.
