That's seriously fucked up!
What an ass for doing that to those cars, especially with a dog in the vehicle!
That dog must have been scared out of it's mind! Poor thing... Then since he hit them, they get their money from his insurance, and his insurance (if he has it) will probably not cover any of the damage due to him being drunk. Thus there will be 19+ lawsuits against him for damages. That's going to suck alone, and it's going to be worse when the people have to sue again to collect on the money they won in their first lawsuit that he doesn't have... What a mess.
