They have all these crappy ass shows being released left and right on DVD when all the ones that are BETTER than them get nothing! That's ridiculous.

it's not rediculous. It's called rights management.
Some actors are what stand in the way, sometimes it's the distribution company, sometimes it's the production company, sometimes it's the broadcast company.
It's not arbitrary, it's about $$$ and if any of the above find it profitable.
I met up with Brendon Small from Home Movies not too long ago and he wants to put his stuff on DVD, but the company that owns the rights to distribution doesn't think it's profitable, so it's not being done.
