I just have to put my .02 in here. Being a younger sister myself, with a protective older brother (and two step brothers who are older which would be willing to protect me under particular circumstances).
If you fly off the handle at the guy and your sister, you're more than likely going to lose the relationship with your sister. My brother and I have a very open relationship and have talked about sex and all that stuff since I hit high school. It's very helpful to have him, although I'm a virgin, I can ask him any questions I want. He's always been there for me if I needed to know about ANYTHING. I guess openess on your part would really help here.
As for her having sex, if she said yes - then it's her choice. You should just be a supporting hand in the situation. Talk to her about birth control, STDs and the like.
She already had sex. You're not going to stop her from doing it again. So endorse saftey for when she does have sex.
