This happens at all levels of law enforcement with every administration. Just like the war on drugs. They make it look like we have done something to pacify the masses. Never having the balls to do what it take face the problem head on for whatever reason. One of the problems is, activities such as this are hard to trace and even harder to prosecute without infringing on constitutional rights.
