Here is the first big step: Negotiate terms of sale with your suppliers. 30 days credit on merchandise is not too hard to come by. There are a lot of suppliers out there, look around. Even if the prices are a bit higher, favorable terms are king in a start-up.
If you are having trouble getting credit cards, then this could be a problem when business gets booming.
I would say definately get a side job while you are starting this thing. Try to figure out how much money you need to get the business moving and save. As soon as you have registered sales (paid sales tax, or some other proof) people will line up to give you credit.
