Its a reference to "Major League", where the chick that owns the Cleveland Indians wants to move the team to Florida, and has to destroy the team by selling less than 10,000 tickets or so--therefore makes poor hiring decisions purposefully. In the movie the Indians do well and win with minor league and washed up talent--in real life the Chargers will do no such thing.
