battletoads, bar NONE. i don't care what anyone says battletoads was ranked hardest by about every single magazine that reviewed it.
Hell, even wtih the game genie, you couldn't beat some levels w/out HOURS of practice...\
One other game thatw as hard as hell: Werewolf..the levels were LONG, there were only 5, no save points, and the controlls were backwards from normal. A was attack and B was jump...talk about freaking HHHAAARRRDDD
