Anal sex during a hemorrhoid outbreak would definitely be a health hazard because there's a much stronger risk of STD transmission if you end up bleeding.
Also, I don't see how the hell anyone would want to receive anal sex during a hemorrhoid outbreak unless they're kinky and into S&M or something of the sort.
