i came across this <a href="http://www.annoyances.org/exec/forum/winme/r1074976491">link</a> in reference to your problem.
it's a long read and the actual solution that worked is quite a ways down.... but this might be the solution, though the person who had the problem was using the *greatest* OS in the world, windows ME. i believe they were infected with a trojan or virus or something.
