If someone is getting a piercing for that purpose, then I agree. However, many other people pierce their genitals for the body modification/art aspect in addition to whatever extra sexual benefits they receive from the piercings. Most of the people I know who've modified their genitals were perfectly apt in bed before the procedure, but they wanted to go the extra mile for either the art or both art and sexual enhancement. (Where's livewirerc when you need him?) Be careful with blanket statements.
