Need a tool
Is there any tool that can change/disguise your ip adress to something u want?

Depends on what you are doing, but in general the answer is no.

The best way to do that is to tunnel from your machine to a remote machine that does have access to the server. Then access the FTP site from the remote machine. However for most of the solutions I can think of to work, you need an actual machine within the allowed IPs, which probably doesn't help you much.

With all the energy and time you are spending trying to cheat the system I bet you could've done by hand whatever work you wanted the Mathematica package to do.
