Can't get perl scripts to execute in Apache Windows..

This is driving me nuts. I've got cgi scripts to properly execute, but I can't get .pl scripts to execute.

Just for measure I added AddHandler cgi-script .pl into httpd.conf even though the perl script is within cgi-bin (printenv.pl).

It keeps on and keeps on bringing up the download window. .pl files are set to open in Perl.exe. I've got shebang set up with the right path to perl. I just don't know what the deal is..
