Why scan for open proxy on IRC?

I don't really know a lot about IRC, but whenever I join a server it tells me it is scanning for open proxy servers.

Why does it do this? What's wrong with an open proxy server?

open proxy servers allow miscreants and spammers to get into irc and spam, hack or generally get up to no good.
